Beyond The Breakwater 3Bs Trial Tournament Rules

  1. Equipment
    1. Fishing equipment must conform to IGFA rules for fly-fishing (see: http://www.igfa.org).
    2. Leader tippet material must be off-the-shelf RioMax® IGFA class tippet, or Rio Saltwater IGFA Hard Mono.
  2. Boats and other vessels
    1. Any kind of vessel is permitted, but all vessels must conform to USCG safety regulations.
    2. Any participant who is cited for an on-the-water safety or traffic violation will be disqualified.
  3. General Conduct
    1. All contestants are responsible for compliance with Californian and Mexican fishing and boating regulations, including, but not limited to, purchase and display of fishing licenses, permits, and rules-of-the-road.
    2. On any vessel participating in the tournament, only contestants may fish.
    3. All fish counted for score must be caught used IGFA-approved fly-fishing techniques, except for any deviations noted in these rules.
    4. Any form of IGFA-compliant chum may be used. Chumming may continue after a fish is hooked.
    5. Unsportsmanlike conduct, as determined by the Tournament Director, will be grounds for disqualification.
  4. Tournament Proceedings
    1. Entry is on an individual basis only. There are no team entries. See the entry form for fees and restrictions.
    2. A contestant may use a professional captain or guide, however, his score will be handicapped as noted below.
    3. Professional captains and guides may also compete, however their scores will be handicapped as noted below.
    4. Participating boat owners may elect to provide rides to other contestants of their choosing.
    5. All contestants must attend or send a representative to a Contestant’s Meeting to be held at 6:30pm, Friday, Sept. 26, 2008, at SoCal Fly Fishing Outfitters (SCFFO), 2860 Sims Road, Suite 100, San Diego, CA 92106, (619) 224-4000. The purpose of this meeting is to review and/or update the rules, answer any questions, distribute scorecards, synchronize clocks, and cover any last-minute logistics.
    6. Contestants may leave for their fishing areas at any time after the Contestant’s Meeting. However, they may not start fishing until “Lines In” time, which is 6:00am PDT Sept. 27, 2008. They must stop fishing at “Lines Out” time, which is 1:30pm PDT Sept. 27, 2008.
    7. After Lines Out, all contestants fishing from boats must physically check-in at the Tournament Control Center by 3:00pm PDT Sept. 27, 2008. Contestants fishing from paddle boards, kayaks or other human-powered vessels must check in by 4:00pm. Contestants will lose 10% of their points for every 5 minutes or portion thereof that they are late. The Tournament Control Center will be located at SCFFO (see 4.e)
    8. Fishing is only allowed in legal fishing areas outside of harbors. “Outside of harbors” means anything outside the harbor entrance line as shown on NOAA navigation charts for the harbor in question.
    9. Scoring is based on the numbers and types of fish caught. Each fish submitted for score must measure over the minimum length noted below, and will be awarded the points shown:

    10. All contestants will use measuring devices provided by the Tournament to measure their fish. They must also take digital photographs of the fish as they are being measured. More than one contestant’s pictures may be on a single photo storage device, but the different contestants’ photos must be identified by including a Photo ID marker supplied by the Tournament in each photograph.
    11. All photographs must be submitted to the Tournament Director at check-in, on one of the following media: Compact Flash; micro-, mini- or regular SDHC or SD; xD-Picture Card™; Sony Memory Stick®; or a USB Flash drive compatible with Microsoft Windows. All photo files must be JPEG, GIF, or TIF format. All photos become the property of Tsunami Fishing Systems. All media will be returned at the conclusion of the tournament.
    12. All fish submitted for score must be tallied on a provided scorecard (see example below, actual card will be distributed at the Contestant’s meeting). The scorecard must be completed, signed and dated by the contestant, and submitted to the Tournament Director upon check-in.
    13. All fish must be released after being measured, unless the fish is incapable of swimming away safely under its own power. These fish must be kept, unless keeping it violates fishing regulations.
      1. Kept fish cannot be counted for score. If a contestant is forced to keep a limit of a particular species of fish, they cannot count any additional fish of that species for score. If they are forced to keep an overall bag limit (regardless of species), they must stop fishing.
      2. Fish injured or mutilated by seals, sharks or other animals after being hooked, but before being measured, may not be scored, but do not have to be kept unless required by law.
      3. If a person fishing on a boat is forced to stop fishing under this rule, the boat must continue fishing efforts until all contestants agree to return to port
    14. Contestants intentionally feeding injured fish to wildlife such as seals or birds, or dumping injured fish to avoid the restrictions mentioned in 4.m, will be disqualified. Fish that are attacked or eaten after a good-faith release are not included in this rule.
    15. Placing in final results will be based on most total points. In the event of ties, the following criteria will be used to determine a winner, in this order: most Grand Slam points, most Slam points, earliest check-in time
    16. Any protests must be lodged with the Tournament Director no later than 4:30pm. The Tournament Director will investigate and rule on the protest. His decision is final.
    17. The Tournament Director may cancel the tournament due to safety concerns. In the event of a cancellation, a portion of the entry fees (if any entry fees are charged) may be kept to pay non-recoverable operating costs, and the balance refunded to contestants.
